Nick Shirley Exposes $190,000,000+ Medicaid Fraud Ring in Queens Adult Daycares, Linked to Organized Crime

Adult daycares and associated pharmacies bill Medicaid using beneficiaries' information. Facilities then provide kickbacks to participating seniors, encouraging enrollment and referrals

New York City, NY - In a explosive 53 minute video, independent journalist Nick Shirley detailed what he describes as a widespread Medicaid fraud scheme in Flushing, Queens, involving adult daycares and pharmacies that allegedly bill the government for services while providing kickbacks to seniors.

Shirley, who has collaborated with Centers for Medicare and Medicaid Services (CMS) Administrator Dr. Mehmet Oz on on-the-ground investigations, claims the operations in Queens have generated billions in Medicaid payments, with over $190 million in suspected fraud uncovered in social adult daycares alone.

According to Shirley, the racket works as follows: Adult daycares and associated pharmacies bill Medicaid using beneficiaries' information. Facilities then provide kickbacks to participating seniors, encouraging enrollment and referrals. "In Queens, adult daycares [have] pharmacies set up, it's this big racket where they BILL all these people with medical beneficiary numbers from seniors in the adult daycares," Shirley told host Laura Ingraham. "They make so much money from Medicaid, THEY GIVE KICKBACKS to the seniors."

"Korean and Chinese mafias, quite literally" says Shirley, are involved in "looting the government from Medicaid, and then giving the kickbacks to the seniors," describing referral incentives such as "$100 bucks" for bringing friends.

Dr. Oz has joined Shirley in confronting operators in Flushing, an area with a high concentration of such facilities-reportedly dozens within a small radius. Videos shared by Oz show investigators facing limited cooperation, with one facility manager unable to identify a boss or address fraud concerns. Oz has highlighted Flushing as an "epicenter" for these issues, noting Queens social adult daycares generate around $2.1 billion annually.

This comes amid prior federal action: In February 2026, two Queens men, Inwoo Kim and Daniel Lee, were charged in a separate but related $120 million Medicare and Medicaid fraud scheme involving adult daycares and a pharmacy in Flushing. Prosecutors alleged they paid cash kickbacks to seniors and submitted fraudulent claims.

Shirley's reporting, which has drawn national attention and high engagement on X, frames this as part of a broader "War on Fraud" under the current administration. Critics and supporters alike note the challenges of oversight in taxpayer-funded programs, with calls for increased accountability to protect seniors and curb exploitation. The allegations remain under investigation, with no widespread charges announced tied directly to Shirley's latest claims. CMS and law enforcement have not issued immediate responses to the specific Laura Ingraham segment.
