    Santa Monica police have determined that a report of a 2-year-girl who was possibly abducted in downtown Santa Monica on Thursday afternoon was unfounded, the city stated in an email that was sent to residents.     A small fire and explosion at a new mixed-used building near the Santa Monica civic center on Tuesday left two workers burned, including one whose injuries were described by fire officials as critical. The incident was reported about 11:45 a.m. in the basement area of the multi-story structure at 1725 Ocean Ave., the Santa Monica Fire Department said.     A part-time employee with the city of Santa Monica has been put on leave and could face misdemeanor charges for allegedly taking inappropriate photos of children while chaperoning a field trip to Dodger Stadium. Donald Condon, 55, was arrested May 30 on suspicion of child annoyance, a misdemeanor, according to the Los Angeles Police Department.
