    A young man crossing PCH at 5:30 am was hit and killed by a 70 year old male driver in a Honda Civic, the Santa Monica Observer has learned. The collision closed traffic in both directions on PCH. It forced enormous amounts of traffic into the area around the Santa Monica Civic Center, into the late morning on Tuesday.     A bill before the State Legislature could reverse the Costa Hawkins Law. This 1995 law allows a landlord to get out from under rent control by declaring a kind of bankruptcy, and going out of business. It modified Santa Monica's 1978 Rent Control law.
